Matt Lower serves as the Planning Director for the Town of Zebulon, where he leads efforts to develop and advance policies that support the community’s goals for growth and development. He is responsible for infrastructure planning, implementing the Unified Development Ordinance, and providing technical assistance to Zebulon’s officials, residents, and businesses as they look to build, expand, and preserve.
